For me, two artists come immediately to mind when thinking of 1990's Batman comics; Kelley Jones and Graham Nolan. Kelley Jones' artwork was gothic with a capital "G", and was featured prominently on hundreds of covers during the "Knightfall" storyline in the early 90's.
I'm not a huge fan of Kelley's dramatic interpretation of Batman, but hell, his art basically appeared in every magazine for upwards of 2 years...
Then, there's Graham Nolan; to me, his artwork symbolized a more realistic version of Batman: The Animated Series , which is probably why I enjoy it so much. The art is very energetic and filled with great expressions, especially on the part of the Joker.

When I saw the title before the jump Kelley Jones was the first person that came to mind. the Moench & Jones run on Batman was & still is one of my favorites.
I didn't exactly remember who Graham Nolan was at first, I had to go to Wikipedia to find out. & I definately agree with you on that too. The art in Vengeance of Bane was excellent, as was Devil's Advocate.
There's one more, but I can't remember the name. I'll do some research & come back later.

Although I'm not a huge fan of his work, Norm Breyfogle is, to me, the quintessential artist of the early 1990s. His work was predominant in the 80's, but he still managed to work on Batman titles until Nolan (at least, the first Nolan ;D ) came along.
