Peter Grogan could refer to the character who replaces Loeb as Commissioner at the end of Year One. He is in both The Man Who Laughs (where his first name is Jack) and Dark Moon Rising: Batman and The Mad Monk (where his first name is Edward).

Roger DeCarlo was a corrupt officer "Killed by Poison Ivy after accidentally murdering one of her orphans and attempting to cover it up."
Timothy Monroy and Jordan Riche are probably Timothy Monroe, who was DeCarlo's partner in the Poison Ivy incident, and Jordan Rich, who shot Jim Gordon and was later killed by Bullock.
