black mask sounds like a cool character I love the cult aspect of his villainy because, in the words of Alfred from The Dark Knight, "Some men just want to watch the world burn."

Good choice; my only reason for not wanting him was solely based upon his appearance in the The Dark Knight video game.

I haven't really played a superhero game sine Ultimate Alliance...after playing Superman 64 i can't...I just can't...oh wait I did rent that horrible EA Superman game...I played it up until you fight Bizarro...fancy visuals a game not make

As long as The Dark Knight game doesn't hold your hand the same way that the Batman Begins game did, I'll probably enjoy playing it

POSSIBLE DARK KNIGHT SPOILERS:
Well, I think that whoever is the villain in The Dark Knight must be a big enough threat to show that Gotham needs Batman. Obviously that plotline needs to be resolved in part three. So you could either have another BIG villain, like Joker, or you could have a mob war among villains, inspired by Joker, who have their own agendas for Gotham.
For example, imagine Penguin in a mob war against Black Mask, with maybe some lesser known villains, like Deadshot or Firefly, as enforcers. And Catwoman as the wild card who sometimes helps and sometimes fights Batman. As long as each villain is done well, I think they could pull it off.

I'd love to see the cult angle played up on the part of Black Mask if he were to be the villain... Just imagine the viral marketing where you receive a mask in the mail with an invitation to join a growing "social movement" in Gotham. Plus, Nolan could make it an analogy of blind obedience to authority figures, past, present and future...
